Actually the largest supplier of nicotine base in the world is in India. Alchem International produces most of the nicotine base that is used in the US. They've been an FDA approved pharmaceutical provider for decades. Chinese produced nic base is pretty low in comparison. If you see a juice vender using "FDA approved" nicotine base you can bet it's coming from Alchem. (You can also bet the nic base itself is not FDA approved, only the supplier)

Alchem is based in Switzerland, sources it's nicotine from India and has warehouses in the USA. Alchem is one of the world's largest companies that produce Nicotine USP but I see no evidence to support a claim that Alchem provides most of the nicotine used for the US e-cig industry. China also produces Nicotine USP (the FDA pharmaceutical standard) but production is spread across a large number of producers.

The Alchem plant has been FDA inspected, however the day-to-day product (NicSelect) is not FDA inspected.

As with most things that create profit that there's a market for, the Chinese will normally find a way to produce it cheaper, and for a lower price. It comes down to quality vs. quanity, and when it comes to vapor coming out of my lungs, i'll stick with quality.
