I don't want to interfere with happily while he's walking you through this, but does your meter have a button near the readout that says "Range" A range button will move the decimal point.

that is a weird number as jimdavis already pointed out. I would say try the staple mod to make sure there is a connection in the center post

The ideal situation would be to take a reading on a brand new atty. If the numbers are still odd, then something isn't set up right.

Then something still is amiss with the meter set-up. On a side note, if the older attys are reading the same as the new atty, the old ones are probably good.

no, nothing is amiss. the setting means you multiply by the factor selected. analog meters are this way. digital has spoiled a lot of people. kinda like watches. kids cant read analog clocks anymore.

a reading of .3 or .5 on an analog meter set to x10 setting means......quick math here....3-5 Ohms. your atties are good.
