I would say so. Been out a few nights in chicago and I seem to get 1 or 2 more drags than I normally wood at room temp. Could just be my imagination though
IMO, yes they do, considering the liquid is thicker at lower temps, it would vaporize a lot better in colder air, and the vapor lingers much longer than in warmer air cause it doesn't evaporate as fast.
