If you are asking "purely" based on your diagram it's very easy.

The laws of fluid dynamics has #1 getting filled first.

If I had to choose what I would use... hmmm... #4 unless #2 can squonk. If #2 can squonk that would be it (maybe).

#2 being an RDA which only needs about 10 drops +/- to be filled and ready to vape. ARRGH! Blocked tube....
Other wise # 3 has way too much waiting around, but will be the only other device that could be filled.
