Well, I bought the Leo last year and only used it periodically. (no real heavy use)

The battery is good.

The old juice was nasty and was not allowing the atomizer to work well.

I cleaned it in almost boiling water, blew it out and let it dry in the sun...

This is the first time I have given it a heavy cleaning.

Now it doesn't work at all and I have no idea how to test one of these type of atomizers on my multimeter?

Any help or advice would would be greatly appreciated.

well i dont have a multi meter to test mine but mine did that before and i just pulled the center out a little and it fired back up but i think the only thing the meter will tell ya for an atty is what ohms it is

And if the meter shows "infinite resistance" then you know the atty is dead and no amount of adjusting will help it :)
