New to DIY e juice. I always made non nic juice, but recently have had a friend that wants me to make a batch with nicotine.
My question is, how do I cut the nicotine pg base from 32mg/ml to 18mg/ml. Is it as simple as taking 1ml of nic, and 1ml of non and combining them?

close. 1 ml of 32mg/ml + 1ml 0mg = 2 ml of 16mg/ml . This part is simple math with ratios.

I understand. So I would need .5 32mg with .5 0mg.
Duh, I can't believe I had a brainfart that big haha.

But that would only get you 16 mg/ml not 18. Also don't forget your flavoring as its going to lower the nic level as well. This is why a calculator like eJuicemeup was recommended. I use Eliquid Recipe Manager Pro on my Android devices, here's a screenshot of a recipe I'm working on:

The beauty of using a calculator is that once it's set up properly, you can adjust the flavoring levels and the program will automatically adjust the other ingredients to maintain your desired PG/VG ratio and nicotine level.
