It's just math.

Say you have 5ml of 24 milligram a milliliter e-juice. The total milligrams of nicotine in the e-juice is 5*24=120

Thus if you add 1 milliliter of PG or VG to the e-juice you now have 6 milliliters of e-juice containing 120 milligrams of nicotine.
Since 120/6=20 you now have 6 ml of 20ml/mg e-juice.

If you add another milliliter of PG/VG you now have 7 milliliters of e-juice containing 120 milligrams of nicotine or 120/7=17.142..
your e-juice is a bit over 17mg/ml

And so on....

Yes you can dillute them to decrease the nic level. That can affect the flavor. Another option is to buy the same flavor in a lower or zero nic and mix the two. Mixing 24mg w/ 0mg would give ou 12mg as would mixing the 18mg w/ 6mg.
