Just checked out this item on buy.com $10.99 and I was wondering if it could be used like the APC Power Pack, CyberPower USB Hub 4-Port 2.0 with Rechargeable Battery Pack

Right. Might be able to use it as a recharger of sorts....but it wouldn't be strong enough to power the usb passthrough.

that device is for when you have too many items on your USB ports that are drawing power and you need to boost the power on the USB ports (like a USB hub that plugs in the wall). Like others have said, not enough juice to run a device such as an e-cig (unless you keep the hub plugged into the computer, that is).
