Not sure if you're aware of this site, but it might be a good idea to route your FOI requests via WhatDoTheyKnow - file and browse Freedom of Information (FOI) requests

There's a section for the MHRA here:

Medicines and Healthcare products Regulatory Agency - view and make Freedom of Information requests - WhatDoTheyKnow

It allows for more public scrutiny on the process. They are required by law to answer or are required to give a valid reason for refusal -- "we don't want to" is not a valid reason for not answering a request.

EDIT: Also, don't forget you can request correspondence that has taken place between the MHRA and others -- for example, correspondence between the MHRA and certain pharmaceutical companies on the topic of electronic cigarettes, NRT, NCP's, long term nicotine delivery mechanisms, etc. Or any other relevant bodies/industries that might prove enlightening in terms of gaining a full picture of what's gone on up until now.

You know Jason that VCU did a recent study and the Dr. that conducted it claims that with an e-cig that supposedly contains 16mg of nicotine, there is no transfer of nicotine to the body. His study is supposed to be released in a UK science document very soon. I don't have a link, but this would support that our E-NI's are not medicine delivery system at all, but a placebo or recreational product. His name is Dr. Thomas Eissenberg with the VCU Institute for Drug & Alcohol Studies.

"The latest clinical evidence suggests users are not getting the addictive substance they get from smoking tobacco. "These e-cigs do not deliver nicotine," Eissenberg said of the findings he expects to publish in an upcoming issue tobacco Control, a product of the British Medical Journal Group."

Study: 'Electronic cigarettes' don't deliver - CNN.com

I would suggest getting my hands on the issue of the "British Medical Journal" that has their findings in it...

Here is a link to the tobacco Control Journal. The new issue containing the article is not published as of yet. http://tobaccocontrol.bmj.com/

Jason, although I am across the pond, I am very interested in this UK turn of events, as it could affect us too, and precedent often plays a bigger roll than scientific logic in these PV matters.

I just wanted to say that I am very happy you are pursuing this, and by that I mean you personally, although I hope you have a lot of help with it. I am happy about this because you, sir, are extremely well-spoken and coherent in your delivery. I don't want to sound pedantic here, but verbal communication is not often well done. Often there are lots of umms, likes, you knows, curses, and generally poorly worded rants, and this is across the board, not just PVs. You are clear, speak extremely coherently, never lose logic to emotion, and are always speaking to specific items you wish to cover. This alone is often the most potent weapon against TPTB, and you, sir, are definitely packing heat. Raise a flag and see who salutes...my guess is you will get an army from these videos. Best of luck, and continue to keep us so well informed.

Kurt

PS: as soon as money allows, a tornado is definitely in my future. TW is main hardware source, and I hope you are able to maintain that, both in the UK and US. Cheers!
