Fairly open ended and difficult question to give a good answer without knowing what you're looking for from a delivery device.
Those are two very different rba's, the Dome is a genesis style, the Diver v2 is a rebuildable carto style. The only thing they have in common is theyre both re buildable.

Vaperev has good tutorials/introductions on both.

IMO, The Dome has limited somewhat restrictive air flow without modification to the air holes and might be a little tricky to set up until you get the hang of it. IMO the vape is good but not any better than other genesis style rba's or many other non geney styles.
It is a well made piece. As far as genesis type go I consider it a good one.

The Diver v2 and other re buildable carto style uses NR-R-NR wire which you either buy pre made or join/make yourself. Of course it is used inside of a carto tank as the juice reservoir to provide liquid flow into the wick/coil area.
As far as RBA carto's go, I consider it to be so so.

For an RBA carto I prefer and recommend the Sophia by Leo.
The Sofia has adjustable juice flow which helps 'tune' your vape and can be closed completely then used as a dripper without a tank.
