Diluting Citric Acid Crystals in PG?

I have been trying to dilute 1tsp of citric acid crystals in 20ml of PG for about an hour now and they won't completely dissolve...

The mixture is in a glass bottle sitting on a coffee cup/mug electric heater and it gets very hot, almost too hot to touch the bottle.

What will help this process work?

It sounds like you may have over saturated the PG liquid with crystals. I would try 9ml PG and 1ml of crystal to make a 10% solution. You can measure 1ml of crystal by removing the plunger from a 10ml syringe and fill it to the 1ml line then dump it onto the bottle.
