DIY eliquid developing oil slick..?!

Hi guys im not sure if this is the right place. Anyway I have been vaping around 6 months and decided to try and start making some DIY liquid. I am now using zero nicotine so makes sense money wise.

Anyhow im using the PG base and Perfumers apprentice flavoring, however im a bit concerned as when i have added the flavor at 10% to the liquid it seems to instantly develop what looks like an oily slick. Is this normal? Does it just need a chance to settle? As i thought the flavors are water based and should mix in with no separation.

I Don't want to go ahead and vape it if theres something wrong with it.

P.s I used brand new syringes etc

Shake, shake, shake and more shake. Probably just needs to mix better.

Some flavorings have oils. PA/FA are good about labeling those as not suitable for vaping but you have to read carefully.
