VG, available at Walmart or pharmacies, PG, and concentrated flavoring.....For one stop shopping, go to TPA
Perfumers Apprentice - Professional DIY Flavors
They sell PG, VG, and all the flavors you could want. All the things they offer are very good quality.
You will also need some blunt tip syringes for accurate measuring and bottles. You can buy these most anywhere online.
Also d/l ejuice Me Up free software for ease in recipes. They also have some recipes on their site.

One Stop DIY SHop
DIY Flavor Shack

Are two good DIY vendors and both have kits to start you off. Read the guide in ECF DIY section first.

And note - if you want to make high-PG liquids (works well in cartomizers and -T tanks) I would get the nic in PG and separately get both VG and PG. the kits offer a choice of one nicotine and one base liquid so buy the other base too.

You can sometimes find Lorann flavors at a local cake/candy shop (I've got one about 30 minutes away that sells even 32 ounce sizes of LA). You have to look up which ones you want and make sure they are not oil based (lemon, lime, etc...). Oils are not good to vape. I think that there's a list of which Lorann flavors are good for juices somewhere in the stickies of the DIY forum.

Many people prefer other flavors to Loranne's. I use some LA, and some from The Perfumer's Apprentice. PA has a great selection and is fairly inexpensive, especially for the smaller sizes that a beginner will want.
