I think that may stem from the "Everybody knows that" syndrome. I mean you know you can save 15% in 15 min on car insurance right? it is just one of those things that people in that arena talk about daily to the point it is implied everyone understands.
To be honest, I didn't understand it at first but then I realized that the nicotine had to be diluted with something since it is not 100% strength nic. Or in the way the suppliers put it; suspended in something (PG or VG). Then i understood and became one of the enlightened ones

But as for the other thread, yes the poster was 100% correct that the calculator in question did not account for it but some do. The one on ecigexpress does allow you to put in whether the flavoring is PG or VG based which then adjusts the amount total amount of PG or VG in your juice.

Judging by many questions in the DIY Forum the basic understanding of ratios has been forgotten since graduation from Grammar School math classes, with respect to recipes and calculations.

Doing Math is a Lot like Ice Skating.

You might have been Good at it (or at lest Not Bad) once, but if you Haven't done it in awhile, you tend to Fall Down a Lot.

Doing DIY Calculation Isn't Hard. And Nothing someone should worry about doing. It just takes doing a Few Different Scenarios to get back on your Skates.
