    No you can't
dna 30 only has up regulation - no down regulation, what your seeing is ohms law at work. Its working at the battery voltage until it can regulate. Now if you set it at 25 watts it would regulate at 25 watts.

    4.2volts X 4.2 = 17.64 div by 1.ohms = 17.64 watts. - no regulation yet.

    3.7volts X 3.7 =13.69 div by 1. ohm = 13.69 watts - no regulation yet.

    3.6volts X 3.6 =12.96 div by 1. ohm = 12.96 watts - (up regulation kicks in brings it to 13 watts setting)

    3.2volts x 3.2 = 10.24 div by 1. ohms = 10.24 watts (up regulation kicks in brings it to 13 watts setting)

If you want it to regulate at 13 watts all the time use a 1.5 ohm coil.
    4.2volts X 4.2 = 17.64 div by 1.5ohms = 11.76 watts. - Now it will regulate at 13 watts all the time.
