Like BunnyKiller stated, it's to keep spammers out. Being a moderator on a tech forum, I'm in a position to appreciate the rule. If there aren't such rules, spammers will flood the forum with crap.

Site refreshes at 25 after the hour and then your 5 will be counted and you can move on. I believe you need to be logged in at the time of refresh or wait until the next time. Don't know that for sure, but have heard it said.

Can you get Glycerin? You can use glycerin plus 5 to 20% water. Usually available in pharmacies. USP Grade Glycerin.
If you can get PG (propylene glycol - used in farming), then you can mix 50/50 PG/VG.
