Over the edge...
When I get a new flavor and it has a chemical or alcohol flavor, I just keep it in a cool, dark place and try it again a week later. Some weird juices turned out really good. Some good flavors turned out to be great after steeping.

Edit: To answer the original question, most juices I've tried don't need steeping at all.

I usually steep my juices with the caps off for about a week if I find them to have an overpowering floral taste/ smell. Some juices won't change much, but others can really improve.

For example, VR's Kentucky Premium Blend had a strong floral taste I couldn't stand, but after steeping for a week the flavor mellowed out, and now I really like it. I used to think steeping was a myth until that moment.

Yeah, some e-liquids can drastically improve. Just try the liquids when you get them. If they taste good, no steeping needed. Lots of liquids that I ordered tasted good out of the mail, but I think that is because some were probably pre-mixed and sitting at the vendor's location for some time. I guess some liquids might not need steeping at all, but I really think that most do, and we just don't realize it because the juices have already steeped before we get them.

When a juice doesn't taste good at first, leave it alone awhile, in a cool, dark place as others said. Saying that they have a chemical and/or alcoholic taste is pretty accurate with my experience, it's hard to describe but not pleasant. But, I tried them after a few weeks, and after steeping they definitely tasted better.

Cake Batter from Vaperite is one example I can think of. When I first received it, it tasted strange and chemically, not something I wanted to vape. After steeping, tasted really good, exactly like vanilla cake batter with a buttery sweetness.

On the flip side, I noticed that some juices have harder throat hit right when you get them, and I think the nicotine level slowly decreases over time, which slowly reduces throat hit.

Heavymetalhero nailed the answer perfectly. Chinese liquids don't need to steep. They are mass made. With most USA companies the liquids are made to order. This improves the quality greatly but also may take a little more time for the flavors to mature.

Backwoods Brew is a well known/liked company that's famous for steeping. Their Malty Toffee needs about a month before it gets great. Before that it's like slightly sweet nothing. I recently bought High Brow Vapor's Malt liquid. It was pretty good at first. After a week it was fantastic.

I guess the moral of the story is this, do some research on companies because more than likely someone has already come along with steeping recommendations of the specific liquid. You can do the lid off thing, put it away, or just leave it with your other liquids and fight the temptation to vape it.
