Does the e-liquid have pure nicotine in it?

The nicotine in e-liquid has been diluted by the PG, VG, flavors, possibly distilled water, etc. While you wouldn't want to drink the stuff, getting a little in your mouth for example is not going to hurt you. Of course, it goes without saying to keep all juice away from children!

0mg does mean no nicotine. Doublers (0 nic) are often used to cut higher nic juices or to vape by themselves. I sometimes vape 0 nic at night for example.
 
Pure nicotine would be 1000mg. The highest I've seen available to buy is 100mg concentrate or 10% nicotine. And the 100mg is per ML. So if you were to get one drop of 100mg @ approx 25 drops per ML on your skin, it would be approx. 4mg of nicotine. All the research I have done says nicotine is fatal is doses of 60mg or higher, if ingested or directly in the bloodstream. So that's 1 ML of 60mg or higher ingested or put into the bloodstream.

Well, Wiz is right about the 0 zero nic, it means no nicotine.
Pure nicotine is a white powder. It tastes very bitter, and a very small amount can be lethal. But "pure" is rarely found outside of a laboratory, I would never attempt buying(difficult) or mixing my own into a carrier (even MORE difficult), Propylene Glycol (PG) or Vegetable Glycerin (VG). Most of us rely on buying ejuice with a specific milligram per milliliter ratio. Sometime we buy a high ratio to mix our own specific strength, I buy 36mg/ml unflavored VG, and the dilute it with plain VG, down to 12mg/ml, and add my own flavorings. Makes it much cheaper to use.
For example if your juice is rated 12mg/ml, that means that there is 12milligrams in every milliliter of your juice.
That means, 12/1000th's of a gram of nicotine per ml. That would be considered a mid-strength fluid. Ejuice is available in many different strengths, be sure to verify density when receiving a new bottle, make sure it's properly marked.
Keep out of reach of kids, pets, and store in dry cool dark place.
Most people who use e-cigs do use nicotine, as a cigarette alternative. Some just want the 'puffing', and possibly flavorings, but 'safer' would be a true statement, 0 Nicotine is safer to use. But would be a lot like drinking 'decaf' coffee: I don't know what purpose it would serve.
Nicotine content doesn't really make a juice 'stronger' tasting, Wiz is right, it's the 'flavoring' of ejuices that give it taste. Nicotine generally will taste bitter, I understand, so flavorings would mask that aspect and make it pleasant.

This is just a bit confusing! Cigarettes have nic in them and we didn't concider the safety factor when we smoked. Tomato's, potatos and peppers of all types have nicotine in them, I eat salsa all the time!

It's a matter of degree and strength. A little dab is ok and in some cases good for for you. Stay in the 36 mg and under and you will be O.K...I vape 10mg because I am all about the flavor not the nic..I even like 0mg at nite. I don't think less nic lessens the flavor or the throat hit.

I don't worry about non cancer causing nic..I worry about the other 3,999 chemicals in a cigarette!
