download speeds?

WTF? I've had my high speed internet service with the same place, Time Warner Cable, for almost ten years now. The highest download speed I have ever got is around 785 kbps. Their commercials say 'up to' 10MBps. I've never even got 1 MB. I know about the 'up to' and that's how they get people but comeon, not even a tenth of what's advertised? What's your download speed?

I just ran speedtest.net and it said my dl speed is 6.57 MB/s but when I'm downloading something, it's always around 700kb/s.
