Might be interesting to see if the Johnson foundation is priming the health departments to do this or is greasing the ways for BP to get in on the money grab.
From any standpoint this is reprehensible behavior from the State Health Departments whose responsibility is public health not pandering to the corporations who make NRT's that are grossly ineffective in actual use for the purposes of successful smoking cessation long term.
