Sometimes the simple solution is the best, however in this case I have my doubts.
I don't know a smoker alive today that would not find a way.
Nothing would ever stop a smoker from finding a way to smoke, including two broken arms.

The solution is simple. The smoker just has to hire a mouse to get it for him.
