though of making a low cost XL carto tank mod too.

will the juice goes up from the hole at bottom? don't need a hole at top of carto?

was a little worried if cutting will left some metal dust stuck to filler inside, perhaps the clear ones won't have this problem. will it flood & gurgles during vaping?

The top washer also should be able to open up for refill, otherwise will have to make a hole for refill.

It's the same method as the Liquinator video.
No juice leaks even upside down. Just don't pour juice inside the carto. Just wet it so not to burn for initial use.
If you watch the video, you cut the carto with you dremel, not all the way through and peel off the remaining thin layer with a pick.
The washers pop off or you can make a Gummy Tank type with a screw. I prefer NO screw. Been using them for a month now with NO problem
Lube washers with VG and file a bevel either on the edge of the washer or inside the tube. I use Polycarbonate tubes: Parts info, click here

UPDATE:

I've heard people complaining about siphoning of juice from the bottom hole of their cartos on various types and styles.
My tanks polycarbonate tubes are cut to 1 inch length and NEVER had that happen.
Recently I used a Smoke Tech from a different vendor. The carto was much wider so I cut a tube to 1 1/2 inches.
After several vapes it started leaking and determined it was siphoning. I calked it up to a crappy carto from this particular vendor.
Today I tried the same carto in a shorter 1 inch tube and guess what, NO siphoning.
So keep your tubes to 1 inch and you will be leak free.
