Dual Coil Cartos With Coil In the Center Hole?

Where are the coils usually found in dual coil cartomizers? You have a hollow tube in the middle with poly fill around the sides. Are the coils supposed to be in that center tube, or submerged somewhere within the fill?

I ask this because I just got in a shipment of pre-punched dual coil cartomizers, and when I took the first one out, I noticed the coils right near the top in the center of the tube. I thought maybe that one was irregular, but they are all like that.

All cartomizers I have used in the past I have never been able to visually see the coils like that when I looked in them.

Any insight would be appreciated.

With vertical coiled DCC they are usually in the middle of the center tube. Shouldn't be able to actually see the coil. Although, there has been a lot of QC issues with cartomizers overall.
