Doctrinally correct? Maybe. Christians are brothers and sisters. It is sort of an exclusive thing. But we are supposed to love everyone, not just fellow Christians, as ourselves.
Outside of his job description? A bit. We are all supposed to evangelize, but he is a governor, not a preacher.
Violates the first amendment? No. Only the federal government is prevented from establishing an official religion.
Badly worded? Yes. He could have said what he meant in a way that would not cause controversy.
A reason to be upset? Definitely. This gives more ammo to those who hate Christians. They can spin this in a way that will add to the silencing of Christians that they have been working on for years.
