Dumb question, PayPal and e-cigs

OK, in the Classifieds, people say don't mention e-cigs when paying with PP. I assume PP has some problem with them. But, then I notice a very popular supplier...the only form of payment they accept seemed to be PP? What gives? (I intentionally left the supplier's name out of this post, I'm sure everyone knows who it is)

Paypal doesn't allow for e-cig related merchandise to be sold by those in the US...however, foreign based entities, it seems, are immune to this rule.
