I'm going to classify this article as generally neutral. Unlike articles that start out with the "bad news" (ecigs are likely bad for you) and leave the "good news" (they're saving lives) till the end (that most people don't get around to reading), this article starts out positively, sandwiches the negatives in the middle, and ends with CASAA's and a vaper's positive views.

E-cigarettes: No tobacco? Sure. Safe alternative? Nobody knows, but market growing

An aside: Dr. Scott Strayer of the University of South Carolina Medical School is quoted as saying "As far as being a healthier alternative,... the potential for harm is still there because a super-heated substance is being put into your lungs." I'd like to suggest to him that if he calls ecig vapor "a super-heated substance," and considers it potentially harmful, then we'd all better stay away from steam baths, and God help us if we bend over the stove and sniff the steam from a pot of hot stew!

There it is again, my ecig pet peeve :D: it's not "water vapor". If it was just water vapor, we would be blowing out clouds of vapor continuously - and would have been forever  ... ahem, sorry :D

In her opinion, e-cigarettes might not be as helpful in the quitting process as some claim.

“Quitting isn’t the hard part,” she said. “The hard part is staying quit.”

Quitting wasn't hard while I was smoking, I did it 30+ times a day - at the end of each cigarette
