If you're just considering, I'd avoid going bulk right away. Get a little, and see if you enjoy it.

In the past I've gotten DIY stuff from MLV, and flavorings at HV.

If you find you have the talent for mixing your own (I didn't) then look for bulk suppliers.

Good advice! I've been diying for close to a year and still have 2/3 gallon PG from my first resupply.
 
I got my VG from Shoppers drug mart.

PG can also be gotten from there, but on special order only. Most of them dont carry it, although a few might have a couple of bottle behind the counter in the pharmacy.

Important thing to make sure ... if there is no mention of it being USP grade, DONT BUY IT.

If you plan on making juice without nicotine, this is all you'll need. Although if you want nicotine juice, the nicotine suppliers will usually offer in VG or PG form. So only buy the opposite fluid you will need.

I bought nicotine @ 48mg in PG, then cut it down with VG afterwards.

I studied college technical chemistry. I thought of doing e-liquid myself but resigned of doing it myself:

1 - For tasting and waisting that much material until you find something that is very good, more than the average.
2 - Ordering lab and safety material is not that easy to get and quite expensive.
3 - If it is an expensive hobby you are looking at doing, that's okay. If it is to eventually sale and distribute, it is somewhat a risky investment.

It's really not that expensive to get into DIY if you shop around.

Using Scubabatdan's Ejuice calculator which includes a Cost Calculator, and plugging in costs from suppliers I always order my stuff from it costs me roughly $0.083 per ml. Of course it's a tad more if I factor in shipping costs, but even then compared to the average $0.60+ per ml from most vendors, DIY is a very cheap alternative.

If you already have an idea of what flavors you enjoy, you can get them for dirt cheap over at ecigexpress, the cost of mixing equipment is negligible, safety equipment isn't all that expensive either and not really necessary if you're mixing 36mg base.

I knew I loved Virginia flavoring, it was my all day vape for about a month until I got sick of paying $20 for 30ml of it - tried my hand at DIY, failed miserably the first few times but I always mixed small 3ml batches to test so it wasn't expensive mistakes, and now I've got my Virginia 24mg 50-50 VG/PG down to a science :)

Finally to answer your question :D a lot of people have reported getting it from pharmacies, farming supplies stores, and then there are places like this one: VoyageurSoapAndCandle: 250ml of VG USP 99.5% for $3.10

You should definitely look into it, order a small bottle of PG/VG nic from a Canadian supplier (if you're not ready to take the risk of ordering from across the border) and download that calculator I was mentioning, here's the link to the thread. Spend a little time on the DIY e-liquid sub-section, there's a lot of great info on there as well as a lot of recipes. If you're following a recipe or even just using the calculator it's very hard to go wrong, for example my Virginia DIY mix is:

36mg nic juice: 20ml
PG/VG: 4ml
Water: 1.50ml
Virginia Flavoring: 4.50ml

Use a syringe to transfer the liquids into my 30ml bottle, shake it up, let it sit overnight and it's ready to vape in the morning :)

That is some awesome prices there, 3$ for 250ml and I used to pay 13$ for 250ml. But still, I can go for like a year with 250ml, anyway, I've bookmarked this site, I'll order from them next time, tks :)
