Edited because I misread the question.

With battery choices now a days, no Li-on battery should be used for sub ohming. Only high drain IMR, Sony VTC's being a sound choice from a reputable supplier.

I wouldn't use them at 0.4ohms. Authentic Sony 18650 VTC5's from an authorized seller are the only ones I would use.

Finally found them and confirmed their specs.... I would absolutely NOT recommend them for sub-ohming.

Those batteries should not be used on a mechanical mod. High quality IMR Li-Mn (Lithium manganese) batteries are the safest for vaping.

Yes they can, and you'll still have a good cushion for safety. Just make sure you buy authentic only from a reputable seller only and get a good charger and voltage tester to stay safe.
