efest bio v2 charger question

Has anyone else used this charger? I plug it in and the lights are blinking. Even with batteries in it the charging lights blink red to green and the light for the .5A power setting is also blinking. I watched a video review but the only one I could find was in french and i dont speak french but when he showed his charger the lights were static and not blinking. Is mine broken? I also seem unable to switch the output to 1A or 2A. When i press the button 1A will blink and then on the next blink it is back to .5A
