It seems that the Cone is pretty much just cosmetic, and it works with or without the cone.

But has anyone else noticed a difference in the Vapor between with and without the cone?

To me, it seems the cone does a couple other things
1. Reduces Air flow, which makes the draw a little harder.
I find the draw much easier with the cone off.

2. It seems to keep the heat in, making the atty get a little hotter.
This makes for a stronger TH, and also reduces the flavor just a tad.

Personally, I think I like it better with the Cone Off.

I do not see any difference in vapor. I only took a few drags from it without the cone, because I like how it looks with the cone.

Only negative thing is that sometimes if I fill it a bit too much, liquid likes to hide under the cone. So I have to clean/wipe it with my shirt or something when I take the cone off to switch batteries. I do notice it being a little warm when the atty heats up, but never dangerously hot, I do not think that is much of a concern.

Other than that, I love it much better than my old 510. I just got the eGo off of cignot. Excellent and much better than the 510 kit I bought when I first started vaping.

Off. If you have bad eyesight as I do, it's quicker to refill the cart and put it back on with the cone off. If they made the cone a bit shorter, it would be easier to stab the atty with the newly-refilled cart. AFAICT, there's no reason the cone has to be the same length as the atty; it should be shorter so that I don't have to take it off so that I can see the atty to stab on the cart. We don't have time for the cone. The cone does seem to cut down on the noise, and perhaps helps hold in heat. But it doesn't look any better; at least from my viewpoint, poor eyesight notwithstanding.

The drag is much harder with the cone on using cartos which have a slightly larger diameter. One guy drilled holes in his to get some air in. Another guy sanded of the tip to increase the cone's inside diameter to let some air in.

With regular carts there is little or no difference. Cone on or off. It's very much quiter with the cone on giving the illusion of less air passing through.
It looks better and feels better and it's quieter.

Is it possible that you posted this as backwards?
I have to ask.

I like the cone on. feels better in my hand.

Yes. Of course. That's what the cone was designed for.
Also the visual aspect.
