If a USP order is < $25, S&H is only $4.99. Just last week I bought 20 60 ml PET, 20 120 ml PET, 40 caps, and 60 6 ml dropper bottles, total w/S&H < $30. I show $9.79 for 15 15ml natural dropper bottles, including S&H (you're better off buying more bottles, stocking up, while staying < $25 total before shipping, to maximize what you get for the $4.99 S&H)

You could also check your local craft stores. I have yet to have been to Pat Catan's, but a pharmacy assistant said that they have bottles and even some dropper bottles. If you have a non-chain pharmacy, they may be able to supply you with some bottles as well...(I find the home town pharmacies to be a little more customer oriented, but you may get lucky even with a chain pharmacy).

I buy from US Plastics. Their S&H is only $4.99 if you keep the order under $25. Prices are decent on 3, 6, 10, 15 ml boston round dropper bottles (natural = clear). Their plastic graduated beakers are handy, though the 100 pack is more like 10 people's worth :) (they wash well, are pretty much indestructible, I eyeball the intermediate points between the 5 ml and fraction of an ounce markings) They also have two and four ounce blue PET bottles at good prices (make sure to pick up the proper caps too). Only thing I've bought outside is 30ml dropper bottles which I picked up off of EBay.
