Ethyl Maltol - Steeping

I reviewed the numerous threads and posts regarding the use of Ethyl Maltol as an e-liquid sweetener and to harmonize flavours. In a few cases posters mentioned that when you mix Ethyl Maltol crystals in PG (approx. 1/4 tsp EM to 10 ml PG is common), you need to allow the solution to steep. My question is - does the Ethyl Maltol solution need to steep, or the e-liquid in which you introduce the solution, or both? How long is the steeping time?

When you add Ethyl Maltol to a e-Liquid, that needs to Steep.

If you are Making an Ethyl Maltol solution from Ethyl Maltol crystals, that does Not need to Steep.
