I'm asking because the Chinese prices are low but when u add the duty, vat and shipping its getting a lot more expensive...
Yes. VAT and duty can be easily avoided - there is some 60-or-so Euro limit for personal imports in EU -, but it might take weeks, even months to arrive and you do not want that when you need liquid (if you are off the smoke completely). Smokester has some 5 GBP handling&shipping, which is very decent.

as far as i know importing from the netherlands to any other EU member is duty free. that said,i don't think there is a allowance limit. (in reason)
That is correct, there is no limit on EU transactions, well real tobacco and alcohol can be a problem, outside the EU we are limited to £18
