My foray into an rba honestly has a fair chance of being short-lived, just because I know I don't love fiddling with builds.
Still, I want to give one a try, and I don't want to get something that I'd immediately outgrow just in case I DO "convert".
In no rush, I was considering a fasttech kayfun - they're under $30.

Questions!!:
1 - Anything around $30 or less you'd recommend instead?
2 - Can you explain to a noob, what's the core difference between a Lite and a 3.1?

Out of the 2 you listed my vote goes for the second one. The Lite.
It's actually more similar to a Russian 91% because the kayfun lite has the airflow adjustment on the bottom, rather than the side.
Not a big deal either way, but it is nice to have it on the side so you don't have to remove the atty from your mod to adjust airflow.
The es 3.1 has the fill valve on the side, which isn't a bad thing.
I'm not a huge fan of the ball bearing fill stop personally. I'd rather have a fill screw, such as the one found on the russian 91% or kayfun.
Just to be clear, they'll all give a great vape. Whether it is a russian, russian 91%, kayfun es 3.1, lite or lite plus.
My vote goes for the kayfun lite out of the 2 you posted.
Or, head over to 101 vape and get a kayfun lite plus for 32bux with nominal shipping charge, and get it sooner than the 15-500 day wait ordering through fast tech.

I find it easier to build than my kayfuns, if that's even possible. The deck screws are a lot easier to work with. You pretty much have to stick to dual coils and cotton wicks though.

It's very juice thirsty though. Not as bad with the 3mL fill method but you're going to go through juice faster than in a kayfun.

The aqua gives the same kind of vape as a dual coil rda, while the kayfun gives a cooler vape with less vapor, but similar flavor. Aqua's air flow adjusts to be more open if you like to take deep lung hits, while kayfuns are pretty tight even with the afc screw removed. They're a lot better suited for mouth or mouth -> lung inhales. Go with what you prefer. I switch between the aqua and traditional kayfuns depending on the juice I'm using but they're all good.

Main downside to the aqua is that it fills my room with vapor so my girlfriend hates it!

I like the LOOK of that Aqua, but I recall seeing a post somewhere, from someone indicating the Aqua wouldn't be a good one to START on - not sure why, but I got the impression it might be touchier or more difficult to build on?

I would definitely go with the kayfun over the aqua for a solid starter rebuildable. It'll give you great performance, shorter and easier rebuild times, and less fuss in general. The aqua is designed for dual coils which is inherently more difficult to deal with than a single coil device. By this I mean you will have to wind two coils of somewhat equal resistances (as equal as possible), connect both of them to the same posts, and position each of them on the deck properly. In other words it's kind of a pain and a bad place to start. Go with the kayfun!

I don't have the aqua but it pretty much requires dual coils as far as I know, so it'll go through juice faster. On top of that, it has a smaller tank too. I have a tobeco kfl and it's REALLY nice. Definitely check it out. I also just received the bliss clone from fasttech and I think the build quality is amazing. Set up with a horizontal micro coil/cotton u wick, couldn't have been easier.
