Well, they have executed the head of theirs not too long ago (after the melamine mess). But don't forget that it is Congress that makes the laws that forces agencies to do what they do including this new oversight of tobacco (apparently beyond what Alcohol, tobacco, and Firearms (ATF) supposedly did).
