In researching the proposed FDA regulations I came across another industry facing the same kind of FDA crisis as vaping.
The laser pointer industry.

Out of the blue a proposed "ban" appears.

To do this, they are expanding the existing definition of surveying, leveling and alignment lasers to also include any laser that is compact, battery powered, and can be held in the hand. Basically because some idiot used one to point at an airplane.
Many, many people use lasers for many reasons - and this simply destroys the entire industry as well as anything good or useful to society that these laser might bring, e.g., some college kid inventing some new laser technology for health care.
Much of the rest of the link is devoted to some well thought out comments pointing out how the the FDA has no jurisdiction for this "ban."
Perhaps there is some way for the vaping community to share strategy with the laser pointer industry to increase our chances of success?
