The ruling, along with a previous one upholding New York City's OTP flavoring ban (that also exempted all menthol tobacco products) in New York City, will likely encourage CTFK, ACS, AHA, ALA, etc. to lobby for more OTP flavoring bans in liberal Democrat controlled municipalities and state legislatures.
