I usually just take one of the cart condoms (the side w/o the plug) and drip 10-15 drops in and then push the thread side of the carto down in slowly and let the filler soak up the juice. Then wipe it off and you're good to vape. Quick and easy. 
The condoms are the silicon rubber things that are on the cartos when you buy them. As far as I know they all come with them. Personally I prefer the soft cap cartos. Just pry off the white rubber cap and drip till it looks moist. Blow through it and if it gurgles a bit it's full. If you blow out some liquid it's over full, just blow till you get the excess out. I always made a bit of a mess using the condom method.

I just pry off the white rubber cap and drip onto the fill. When it looks moist and quits absorbing juice I quit and re-cap it. I blow through the cap end to get rid of any excess. I then let it sit for a while so the juice soaks in evenly throughout. That's the method that works best for me. I didn't like dripping into the battery end because I couldn't see when I had enough in there.
