Is the paint chipped/scratched all the way through? If not then some good machine polish may clean it up a bit. If it's all the way through then any enamel black will touch it up but it will not look 100% without some finish work. I paint cars, this is always a nit-pick with me. When to leave something alone and consider it "good enough". Either way, as ridiculous as fixing the finish on a 510 battery is, I say go for it if that's what you want to do. I've removed the paint from an old 4081 and polished it to almost chrome for fun. Looks awesome with a stainless cartomizer. I also painted another with GM Pewter Metallic left over from my GMC Sierra.

I strip the paint off of mine with aerosol automotive paint stripper (nasty stuff, be careful). I put it in my cordless drill with a piece of painters tape over the chucked end, then give it a twirl while cradling it with a ball of fine steel wool. It gives it a nice satin finish that can easily be redone when it starts to get scratched up.
