depends on where you get the liquid. theres DIY (Do It Yourself) places that sell do it yourself liquids which give you the PG formula and you add your own flavors. most places sell the liquid with the nicotine and flavors added though. you can usually tell by the option to chose the nicotine strength. it should say 14mg, 18mg, 24mg, or 36 mg.
unless what you ordered states other wise it is a good bet to assume the nic is already mixed in. unless from the DIY suppliers like Juicy

The mg is what the liquid contains not what you get. The 2mg or what ever that is listed on a cigarette is what you inhale. The same is true for e-cigs. Here's the way I learned. 18mg = regular, 12mg = Light, 6mg = Ultra Light, and 0mg = Zero.
If you smoke just a regular cigarette, start with 18mg. If it's too high you can cut it with 1/3 glycerin to get you down the the 12mg range. That's what I do to be cost effective and because I smoked light cigarettes. And it depends on the e-cig. One that produces a lot of vapor like the JOYE510 also delivers a lot of nicotine. On other models I had to vape more liquid, but the 510 satisfies me at that nicotine level.
Keep in mind, this is a generalization, but a good starting point. In the end nobody really vapes the same way the used to smoke. You'll have to fine tune your own experience.

I don't think there is any standard, across-the-board consensus among suppliers on what constitutes "low," "medium" or "high," so definitley go by the mg on the label.
With pre-filled carts, sometimes it is hard or impossible to know what a particular brand or supplier means by it--which is one of the reasons I do not buy pre-filled carts.
Get your own juice and mix it with plain propylene glycol and/or glycerine.
I have heard that some of the "zero nicotine" carts had detectable levels of nicotine, but I have not heard how high that level was. It is possible it was about the same as a potato. And it was pre-filled carts--another reason to stay away from them.
....the nicotine level listed is in mg/ml. That is to say, if a cart or e-Liquid is listed as 14 mg, what they mean is that in one milliliter of the substance there are 14 mg of nicotine. A little confusing, I know!
The DSE-901 you listed as potentially getting has a cartridge that can hold roughly 1 ml. So, if you got the 14 mg stuff, that one cartridge would be worth about seven cigarettes, but what you may not realize is that you're probably not going to be able to vape that entire cartridge all at once.

I don't know why 1.0 mg of nicotine convered to .6 and 1.8 converted to 2.4.... Maybe typo. but everything else kinda makes sense to me.
