I think that's mainly because of the publicly funded NHS. If they can get people to stop smoking it frees up funds that can be spent on other things. If the US had a similar health service the reaction to vaping would be completely different.
Seriously? The NIH, NHHS, etc, spend most of their time rallying for more funds to help them continue full circle.
Banning smoking, for instance, has sent business owners, employees, renters, condo owners, to the streets, literally. Homelessness is rampant. Pneumonia, drug use, violence, mental instability, etc create more pleas for more funding.
Guess who gets the money? The pensions, the ceo's, the benefits of all the government NIH branches.
Seriously, Google your city & state's expenditures on NHHS rentals, salaries, benefits, pensions, and the lack of affordable housing. Notice especially, the behavior control format that must be heeded if the people desire help. Not only are the facilities closing, short handed, they declare there is not enough funding to literally help anyone. They created the huge mess, yet people still believe them when they beg for more resources.

When people have to give up their family members & pets, in order to have shelter, look twice.
When the mentally handicapped or disturbed cannot access "public mental health" programs, look twice.
When people are forced from their jobs, businesses, homes, health care, look twice.
