okay.... what is the deal here???

I cleaned mine out using the syringe method....and then boiled for 5 min, and then blew on them as hard as i could on the battery end to get excess liquid out.

1 week later....i load it and it takes like an hour to get the rest of the water out,....puffing and filling with no flavor or nic.

i have to be doing something wrong... i'm thinking to switch to vodka to clean these out so it dries more fully or faster?

I am not familiar with the syringe method, but I boil mine - 2, 3 or 4 times, and blow them out with my mouth on the mouth end, and let sit to dry for 3 days, them sitting on their mouth ends. But am considering throwing them in the oven for awhile like some people do to see if that produces better results and quicker results...

An easy way to dry a carto quickly is to to balance it, battery end down, on top of a light bulb. Using a 25 watt bulb in our bathroom takes about 15 minutes to totally dry mine out. I've got a set of four globe blubs in one of our bathrooms that lets me do batches of four at a time. I do always do a reverse taryn spin first to remove most of the water. (You can search on ECF or Youtube to learn how to make a spinner and use it) Good luck!

TY! where do i get the everclear? liquor store? how long should it sit with the PGA in?

This is awesome, cuz i'm wasting a lot of time, and a bit of juice trying to refill atm....

Yes, Everclear is available at the liquor store. However it is not available in some states. In that case just get the cheapest highest proof vodka there is. There's no need to let it sit if its after cleaning and you're using the alcohol to dry. fill up the carto and let it run out / blow it out and you're done!
