ive been quit smoking before for 3 years and never experianced this flegm. then i obviously started smoking for a further 2 years then gave up to go on to vapor i vape rosy apple 12mg in a clear tank on a vision spinner im not against vaping at all as i enjoy it, and ive not started smoking fags again

I never coughed up anything. I think it varies by person. Not helpful I know, but just my .02... all people will react differently.

Make sure you use trusted e-juices (Halo for example, I heard they use FDA approved ingredients) and go see a different doctor to check you out. I quess it would be a lung infection that infested itself when all of the stuff you got into your lungs by smoking got loose (clearing everything up costs at least 1 year of your life unfortunately). It's the perfect place for bacteria to spread and since your lungs are in direct contact with the outside it is very likely.
Also; if you have to choose between vaping and smoking; choose VAPING! Or nicotine-gum of course but I suspect that doesn't do the trick for most people since it's mostly the habbit that is being missed.

+1 on the different doctor. Something sounds not quite right. Could be the body healing itself or could be something more serious. I know a few people who are EXTREMELY sensitive to PG. Having said that, when i first started vaping and cutting way down on cigs I coughed up horrible stuff for a couple of months. But, then again I was a 2+ pack a day smoker for 20 yrs! Still smoke but I'm down to 9-12 a day. figure every little bit helps.
