Aaah, google is my friend... so please tell me more. I've never heard of a fiber festival but I see that a lot of places have them. I'm down in the south, so I'm guessing that they are more popular up north?
Edited to add: I continued my google searching and found that we do have these in Louisiana!

Good morning Tree people.... It's another early morning for me...There was a lot of damage done to some trees around these parts yesterday.... Wind & rain will be more damaging today too.... I hope we don't lose power...I plan on getting out this week and collecting some of these poor branches and creating some more wands this year....There was a large Oak I had my eye on last year, but he never dropped anything....I am hoping tomorrow there will be a treasure under him...
