If you mean the Smoktech Shorty carto's... like most cartos the general answer is no... but some do use the plunger method to clean them out with and get a few extra fill's out of a carto... many say it isn't worth the effort...

If you were talking about something else... like the shorty drip tip... ( which I doubt )... YES of course...

Do a Google/Yahoo/Bing search for the taryn spin. That will help in a few different ways. (remove excess juice and remove water after a soak...speed drying)

fillered cartos I always soaked in hot water then did the flush as rdsok mentioned (I used a large syringe, dropped the carto in it and flushed hot water in and out of the syringe). After that, I would do the spin....if the liquid came out clear, I knew I got all the old juice out, if not, back to another hot water soak and flush.
