There will be the usual shake out as the industry matures. The Federal government will set a tax level for liquids. States will follow. Laws will be passed restricting, probably easiest just call it a 'tobacco product' so just a few words have to be inserted/changed in pertinent laws. Possibly safety/product standards will be published. Facilities making e-liquids will have to be licensed and inspected. American Cancer Society will be airing ads about the dangers of second hand vaping. Usual dog and pony shows.
 
Nicotine is considered a drug, is that correct? (I'm actually not 100% sure but I'd assumed that would be its classification.) In that case, yes, eventually e-cigs will be regulated, at least those that contain nicotine.

This is how things tend to go; most "drugs", etc. started out non-regulated. Alcohol, for example. And ........

I am sure this will eventually be in the government's hands...not thrilled about it but I figure it's what's on its way.
