I'm in Utah, they banned vaping indoors and you have to be 19 to go into vape shops but they have a provision in the law that you can still vape in vape shops so that people can sample the flavors. What is interesting is that I see at concerts and clubs they will have a small vape vendor in a booth and that seems to make the whole venue a "vape shop" and then everyone can vape indoors.
