That's not uncommon. Blow out the atomizer and leave it sitting thread side up on a paper towel to let it drain. There are also many cleaning methods discussed on the forum. One is letting them sit in carbonated seltzer for several hours and then putting them in very hot water for awhile.

You should keep your carts moist all the time but not so much liquid that it pools at the top of the cart.

Ditto. The number of drops one uses depends on the type of cartridge and how full it already is. The best rule of thumb is, as WV2Win suggested, to keep the cartridge moist without allowing liquid to pool on the top.

Also, the fact that you have some liquid in the atomizer at the end of the day isn't necessarily a problem. Atomziers always have a bit of liquid in them. But, as you clearly realize, too much liquid is a problem. Not only will it decrease the amount of vapor, but depending on the model of e-cig, you can run into some serious problems with liquid leaking into the battery.

Filling up carts I have a 801 style and a Dura PV the carts for the 801 have no hole at the bottom and what I do is pull out the batting and rinse them out with hot water and pat dry. the batting does not displace the liquid so I fill the empty cart with liquid then I put the batting back in the cart it will not overflow as you put it back in. then add a drop or two to top it off. For the Dura carts they do have a hole in the bottom and I do the same thing with them and get very little liquid in the bottom chamber and if I do, I pop the top off and wipe up the excess out of the chamber
