This setup is as follows

Helios rda
Biomech Mechanical
28g Kanthol Wire
Organic Cotton
AW IMR 18650 1600 mah

The question I have is with the rda, is the center post able to be screwed and unscrewed?

No, the center post is press fit in (and I wouldn't recommend trying to raise/lower it).

Why? What're you trying to do?

I am attempting to get my post to be aligned, unless this is normal

I've built on 2 Helios (neither of which were mine), and to the best of my knowledge they were not perfectly aligned in regards to height; however, they were aligned in distance and direction.
