Help... Clueless On Multi Meter

Starting to have battery issues (18650 UltraFire & AW). I've been using these since Sept 2010. I've read on posts about testing with a multi meter. Please recommend the best multi meter I should purchase (one that is simple to read and understand) and retail store or online.

I also saw on youtube a guy testing ecig batteries and atomizers using a multi meter. He had some kind of attachment on the atomizer that looked different than the battery attachment.... do you know what that attachment is called and where do I purchase?

Or, you can pick one up at Lowe's, Home Depot, or Radio Shack. For simple testing purposes, you don't need to spend more than $20, and you can easily spend less than that.

Don't know what video you're referring to, but testing a battery without a load doesn't tell you much. I soldered 4 10 ohm resistors in parallel to provide a 2.5 ohm load, because it's cheap/easy to get those at Radio Shack. See pictures here and here. I soldered mine to a 510 atty connector, to test eGo batts.
